The Ghana Lotto Operators Association (GLOA) has charged its members across the country to vote out the governing New Patriotic Party (NPP ) for its clandestine moves through National Lottery Authority (NLA) to collapse their businesses.
At a press conference in Accra on Monday August 26, 2019, Dr. Ato Conduah, spokesperson for the Association stated indicated that they have over three (3) million members country-wide who legitimately depend on the lotto operation to make a living.
He said the Director-General of NLA and his cohort planned to reintroduce the monopoly of lotto operations in the country.
According to him the move started during the Kuffour led NPP administration, but was cancelled under late former President Prof. Atta-Mill government when he assented to Act 844 (2012) to allow the Veteran Administration of Ghana (VAG) to operate their own lottery to support its cause for retired service of their men and women.
The Act enables VAG to issue licenses to private sector operators to operate the VAG Lotto for a period of 5 years; but the Nana Akufo-Addo led NPP government is unhappy with the five (5) years’ contract and through NLA took VAG to court to subrogate VAG’s Act 844 under NLA’s Act722 but lost the case.
In an ‘executive deceit’, NLA obtained a contract from VAG to operate VAG lotto and this affects the existing vontract between GLOA and VAG, with the intent to prevent VAH from issuing license to anybody, chairman Borbor pointed out.
By this therefore, all private sector lotto operators, the agents and the writers in Ghana would automatically be out of job.
To this effect, GLOA informed its over 3 million members nationwide that “if any government decides to make you unemployed, you’ve to sit back and think where your future will be, you want to remain with a system that keeps you permanent unemployed or you’ll want to be with a government that is interested to give you some opportunity to work and eat”.
“…any attempt to create unemployment for you, is an attempt to kill you”, Lawyer Ato Conduah bemoaned. He informed the media that because of this ongoing problem four (4) of GLOA members died and other are suffering stroke, all because they went for bank loans to run the lotto business.
The conference indicated that 2005 the same problem came up and NLA monopolized lotto operation in the Ghana.
The NDC led by former President Atta-Mills/Mahama broke that monopoly for GLOA to help reduce unemployment in the country; but NPP is in again to monopolise the lotto operation, Dr. Ato Conduah lamented.
Lawyer Ato Conduah who read the statement on behalf of GLOA Chairman Dan Borbor, alleged that the NLA Director-General, Kofi Osei-Ameyaw has collected over Ghc30 million from the GLOA for a year without a receipt to the effect.
GLOA implored President Akufo-Addo to cause the special prosecutor to investigate the whereabouts of the over Ghc30 million collected from them (GLOA) by NLA to advertise PPP in lotto.
They also demanded a forensic investigations into the financial affairs of the Director-General, Osei Ameyaw, Director, Sales and Marketing and the NLA itself to understand why NLA is refusing to comply to help treat this matter with the urgency it deserves.
The Chairman called for immediate return of all machines, and charged NLA to stop harassing GLOA members with soldiers/police until complete modalities to start the PPP in lotto could be submitted for implementation.
